On a cold start my 92 Prelude runs near 1500 rpm and surges between
1500-2000 rpm. Within 1 minute or so, the car warms up and idles around 800
rpm.

Is the high idle speed and surging between 1500-2000 rpm normal for the fuel
injected 2.2L engine?

No, surging is not normal. The 1500 idle is though. I'd check your coolant
level, base idle speed, and then idle control devices like the EACV and the
fast idle valve. (assuming that everything is set right, it's probably your
fast idle valve).
